PROJECT MANAGER WITH BUSINESS ANALYSIS AND ORGANISATIONAL CHANGE EXPERIENCE REQUIRED UNIT OVERVIEW The MyHR Business Information and Support Unit (MyHR BISU) coordinates the provision of human resource information to all departmental stakeholders and maintains and delivers IT solutions to support human resource services to all employees within the department. PROJECT OVERVIEW MyHR BISU has a requirement for an experienced ICT Project Manager to lead the support, maintenance, enhancement and ongoing delivery of the department's iRefer and Resolve complaints management solutions. The role will provide project management, business analysis and organisational change management expertise to ensure the solutions remain scalable, secure, user-centred and aligned with business objectives. Key responsibilities include: Oversee the ongoing support, maintenance and optimisation of the iRefer and Resolve applications to ensure stability, performance and availability. Coordinate and prioritise workloads, including incidents, service requests, enhancements and minor releases. Manage system upgrades, patches and maintenance activities, ensuring minimal disruption to business operations. Liaise with technical teams, vendors and business units to resolve issues and deliver continuous improvements. Ensure system configuration, processes and documentation remain current and compliant with relevant policies and legislative requirements. Maintain a forward schedule of enhancements and maintenance activities aligned with business needs and technology roadmaps. Monitor system performance, identify risks or emerging issues and implement mitigation strategies. Provide clear, timely communication to stakeholders regarding changes, outages, risks and BAU priorities. Coordinate testing and change management activities for releases entering the production environment. Support governance and reporting requirements, including status updates, risk registers and audit responses. Skills and experience required: Previous experience as an ICT Project Manager within the Department of Education would be highly regarded. Previous experience managing ICT projects within a HR function in a large organisation Demonstrated achievement in the end-to-end application of PRINCE2 methodology and delivery of successful ICT projects from Initiation to Closing in large, complex organisations. Highly developed project management and multifunctional team leadership skills as demonstrated by effectiveness in achieving project objectives and contributing to enhanced organisational performance. Demonstrated understanding of the application of change management processes to limit the impact of change on individuals and work groups within large, hierarchical, client-focused organisations. High level analytical, conceptual and problem-solving skills as demonstrated by a record of achievement in solving problems in a large and complex organisation. Expertise in preparation and presentation of project communications utilising highly developed written and verbal communication and interpersonal skills, demonstrated through achievements in effectively liaising, consulting and negotiating with stakeholder groups, vendors, all levels of public officials and Department executives. At least 5 years project management experience, preferably within a Government organisation. Desirable: Current PRINCE2 Practitioner or Professional certification. Current Project Management Professional certification. Demonstrated proficiency in the use of project management tools including EPO.
